Forensic Nurse Examiners
Over the past twenty years, forensic nurse examiner programs have emerged as the standard of care for providing medical forensic examinations to patients following an assault. Forensic-trained nurses provide comprehensive, victim-centered medical care while also fulfilling the judicial system need to collect evidence and document assault findings. Forensic nurses serve as death investigators, correctional nurse specialists, psychiatric nurses, legal nurse consultants, geriatric specialists, nurse attorneys, clinical nurse specialists and gynecology nurses.
DC Forensic Nurse Examiners (DCFNE) is a 501(c)3 non-profit, specialty organization formed in 2013 to improve both the health and outcome of victims of violence in the District of Columbia by providing comprehensive and patient-centered medical forensic care. We integrate the best available scientific evidence into our practice.
DCFNE provides clinical and financial administration as well as forensic nurses 24/7 for the DC Sexual Assault Nurse Examiner Program and the DC Intimate Partner Violence Program. We are funded largely by the Executive Office of the Mayor, Office of Victim Services.

DCFNE employs between 20-25 nurses who respond 24/7 to conduct medical forensic exams.
Board of Directors
The Board of Directors includes:
- Heather K. DeVore, M.D., President and Executive Director of DCFNE, has served as the medical director for the DC SANE Program since 2008 and is a board-certified Emergency Medicine physician at MedStar Washington Hospital Center. She oversees the clinical care and management of patients and provides leadership and support to other board members and staff.
- Amy Mathis, Vice President, has over ten years of political fundraising and association experience. As the founder and
president of Barracks Row Strategies, she brings a unique background of fundraising, strategy and event planning to the forensic program. Her network and expertise will prove invaluable in the structure and sustainability of the organization.
- Matthew Parkinson, Ph.D., Secretary, is an Engineering Design professor at The Penn State University. He has a Ph.D. in Biomedical Engineering and graduate degrees in Mechanical Engineering and Industrial and Operations Engineering. Matt is an expert in system performance optimization and design decision-making and will apply these skills toward building an efficient and productive organization.
